First 2 weeks as a newly hired manager

On this forum and podcast, i learned that i should not make any managerial change within 90 days apart from starting one on ones after 3 weeks. So i wonder, how about my first 2-3 weeks? Can i perform team meetings? Especially when I wanted to introduce myself to the team. Is there a podcast that i can listen to?

Weekly Staff meetings
and
One on One Meetings are the exception to this rule.
 
And perhaps some very small stakes decisions.
