Bluf: I have about 90% of the requirements for a post except for one, French. How can I respond to this issues?
I have found a very exciting opportunity which is an extension of what I currently do, even possibly a little less. However, I do not speak French.
Since the language is a requirement, I was thinking of confronting this issue in the cover letter by clearly saying something like:
The job description indicates that French is a minimum requirement and I do not speak the language. However, I speak Spanish fluently, understand Portuguese and while studying abroad, was able to converse in Hebrew, thus I believe I have the capacity to obtain this skill. Even though learning a language is an additional challenge, I believe that my experiences and professional background closely match the job responsibilities and I hope that you consider me for the post.
Any comments would be appreciated how I should approach this issue.

What's the alternative?
If you don't apply you'll always see it as a missed opportunity. Do your best to overcome the language issue in your cover letter. I'd say the paragragh you've written is good and could be improved by the removal of the word "however."

It depends on how much of a requirement it is for them. If they need you to speak to counterparts in France on Day 1, you might not meet their need. If they need you to speak French to a shareholder once a quarter, then you might have the time to learn it.
You'll never know unless you try.
