If I listen to the MT advice on feedback to my boss, its very clear: a big No-No.
If I listen to the MT feedback on project team members it states I should give feedback to people involved in the project.
Scenario: You are the project manager. A senior executive is continually playing with his phone (texting or email). Do you give the senior person feedback after the meeting? or Do you let it go since they are senior to you?
To me it's not so clear. I attended a training today on teamwork. The facilitator advised I should give feedback to the senior person, delicately, professionally and in private. I think this could be recipe for disaster. I've heard some horror stories where a person trying to "Give feedback" nearly lost their job.

ground rules
If you are running the meeting, have you set the ground rules for no text, no email? Maybe the fruit bowl for phones?
If all the participants have agreed to the ground rules then it is one thing.
On the other hand, if there are no ground rules for the meeting about texting you really have no place to stand.
Another thing comes to mind. Is there a set agenda for the meeting? Are you driving to that agenda? Is the mgr participating appropriately for the agenda items where he should be?
